PHILIPSBURG TOWN COUNCIL MINUTES
September 3rd, 2024
6:00 P.M. Philipsburg Town Hall
Council in attendance: Carl Sundstrom, Jason White, Gary Fujinami, Mayor Daniel Reddish, Scott Lyons, Lorraine Dell-Bishop, John Laigaie. Others in attendance: Deputy Clerk Cyndia Reddish, Special Projects Maureen Connor, Maddy Mason.
CALL TO ORDER: Mayor Reddish called the meeting to order at 6:00 pm.
PLEDGE OF ALLEGIANCE
Public Comment Agenda and Non-Agenda
Public Comment on Matters within the Town Council’s Jurisdiction. Public Comment will be limited to 3 minutes. There was no one online attending the meeting.

STANDING REPORTS
Sheriff
The Sheriff submitted a monthly report to the Council. Councilman White complimented the operations of the search and rescue crew responding to the accident Saturday evening of an overturned vehicle over the embankment at Douglas Creek.
Public Works Foreman
Foreman Ed Roseboom was unable to attend the meeting and will meet with the Mayor at a future date.
Town Clerk
No Report.
Chamber
Maddy Mason, Board of Chamber of Commerce, updated Council regarding the renewal of Chamber Dues which will be announced shortly. She also said that the Yule Night event would be December 13th this year.
Minutes of Prior Meeting
Councilman Sundstrom made a motion approve the minutes from August 20th, 2024, with corrections, Councilman Lyons seconded the motion, and the motion passed unanimously.
Payroll 8/20/24
Councilman Lyons made a motion to approve payroll from 8/20/24, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Bills Payable
Councilman Fujinami made a motion to approve bills payable from 8/21/24 – 9/2/24, Councilman Dell-Bishop seconded the motion, and the motion passed unanimously.
Lagoon Pay App #5
Mayor Reddish said this should be postponed until the next meeting.
All Other Bills Payable
Councilman Fujinami made a motion to approve all other bills payable en masse’, Councilwoman Dell-Bishop seconded the motion, and the motion passed unanimously.
Water and Sewer Adjustments August 2024
Councilman Lyons made a motion to approve the water and sewer adjustments for August 2024, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Unfinished Business from Previous Meeting
Sewer Lagoon Update
Mayor Reddish stated that he was pleased with the progress that is being made at the Lagoon, both cells filled, water is clear, now leak testing. Money that was delayed by government shut-down in July should start coming in. Short discussion on Change Order #3, new decision pending. Special Projects Maureen Connor said a tour is tentatively scheduled for October 1st for Council and funders at the wastewater project site.
Water Update
Mayor Reddish said the Easement with Antonioli would be amended to reflect the agreed upon footage for the new tank.
Stormwater Update
Special Projects Maureen Connor said RDG Grant will allow for the stormwater survey.
NEW BUSINESS
Resolution 2024-7 Salaries – Action Item
There were no public comments. Mayor Reddish requested a Roll Call Vote. Councilman Carl Sundstrom voted Aye, Councilman Jason White voted Aye, Councilman Gary Fujinami voted Aye, Councilman Scott Lyons voted Aye, Councilman Lorraine Dell-Bishop voted Aye, Councilman John Laigaie voted Aye, and the vote passed unanimously.
Adopt Stormwater PER – Action Item
Councilman Sundstrom requested that the acronym in the title be spelled out. Councilman Lyons made a motion to approve Stormwater PER Resolution 2024-8 , Councilman Fujinami seconded the motion, and the motion passed unanimously.
Termination of Network Integration Transmission – Action Item
Northwest Energy made language corrections, Town attorney to approve the adjustments.
Councilman Lyons made a motion to approve, Councilman Dell-Bishop seconded the motion, and the motion passed unanimously.
Survey N. Montgomery Road – Action Item
Short discussion of leak. Councilman Fujinami made a motion to approve, Councilman Sundstrom seconded the motion, and the motion passed unanimously.
Budget Resolution September 5th, 2024
Rescheduled.
Springs Construction Meeting September 5th, 2024, at 10:00am
All acknowledged.
NON-AGENDA ITEMS
Council
Councilman Fujinami reported on the status of the deer trap project. Councilman Lyons offered to set the trap on his property. Councilman Sundstrom asked about water rights for the irrigation well in the park. Councilman Laigaie requested permission to execute a firing squad to commemorate 9/11 on the day at noon, to be advertised in the newspaper.

There was no public comment.
ADJOURN
Councilman Lyons made a motion to adjourn the meeting at 7:32 pm, Councilman Dell-Bishop seconded the motion, and the motion passed unanimously.
