September 17th, 2024
6:00 P.M. Philipsburg Townhall
Council in attendance: Carl Sunstrom, Jason White, Gary Fujinami, Mayor Daniel Reddish, Lorraine Dell-Bishop, John Laigaie. Others in attendance: Clerk Rachel Parret, Special Projects Maureen Connor, Luke Ulatowski (online), Peter Chmielewski.
CALL TO ORDER: Mayor Reddish called the meeting to order at 6:00 pm.

Public Works Report
Foreman Ed Roseboom submitted a report to the Council.
Minutes of Prior Meeting
-September 3rd, 2024, and September 5th, 2024
Councilman Lyons made a motion to approve the minutes from 9/3/24, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

Lagoon Pay App. #5
Councilman Sundstrom made a motion to approve the lagoon pay app #5, Councilman Lyons seconded the motion, and the motion passed unanimously.
Bills Payable

Councilman Lyons made a motion to approve the bills payable, Councilman Fujinami seconded the motion, and the motion passed unanimously.

Payroll
-September 5th, 2024
Councilman Lyons made a motion to approve the payroll from 9/5/24, Councilman Sundstrom seconded the motion, and the motion passed unanimously.
Financials

Councilman Lyons made a motion to approve the financials from August 2024, Councilman Sundstrom seconded the motion, and the motion passed unanimously.
Journal Vouchers

Councilman Lyons made a motion to approve the Journal Vouchers from August 2024, Councilman Sundstrom seconded the motion, and the motion passed unanimously.
OLD BUSINESS
Sewer Lagoon Update
-Town Council Tour 10/1/24
Special Projects Maureen Connor stated that lagoon project is moving along. Joe Mullaney was in Town working on the Scada.
Water Update
-Tank Bid Opening 10/15/24 @ 1:30 pm
-Bid Award 10/22/24 @ 6:00 pm
Maureen Connor gave an update on the water projects.

The Town will be having reoccurring meetings with HDR and Swank.

Town will order the eyewash station and then submit for reimbursement.
Stormwater Update
-
Surveying needs to be done to move along with the stormwater.
NEW BUSINESS
Scada Resolution 2024-10
Councilman Sundstrom made a motion to approve the Scada Resolution 2024-10 with corrections, Councilman Fujinami seconded the motion, and the motion passed unanimously.

Firehall Official Letter
Mayor Reddish met with the Fire Department about the budget. The Town may need to update the Firehall Levy in the New Year. Mayor Reddish sent a letter to the Fire Department stating what the Town’s financial responsibility is for the Fire Department. Mayor Reddish read a copy of this letter to the Council and public.
Lease for a New Backhoe
Councilman Fujinami made a motion to approve the lease on a new backhoe for the Town, Councilman Lyons seconded the motion, and the motion passed unanimously.
Town Council Meetings changed in October
-October 8th and 22nd, 2024
The Mayor and 3 Councilmembers will be attending MT League of Cities and Town in West Yellowstone October 1-4, 2024.
NON-AGENDA ITEMS
Council
Councilman Fujinami stated that the deer trap is just about ready.
Councilman Laigaie stated the Bear Aware Day was a success and asked if the Town would send a thank you to the Forest Service for bringing Smoky the Bear.
Mayor Reddish thanked Councilman Laigaie for dressing up in bear costume for Bear Aware Day. The event had about 50 people attend.
Councilman Sundstrom inquired about finishing codifying the Town Ordinances.
Councilman Lyons stated that the Constitution was signed 237 years ago on this day.
Councilman Sundstrom stated that Councilman Laigaie did an excellent on Patriot’s Day.
Mayor Reddish attended the Local Emergency Planning Committee (LEPC) and stated that they had a very detailed presentation on bed bugs.
Mayor Reddish stated that the County lifted all fire restrictions this week.
Councilwoman Dell-Bishop stated the Skate Park Committee is putting together their wish list of items for the park.

Councilman Fujinami made a motion to adjourn at 7:05 pm, Councilman Lyons seconded the motion, and the motion passed unanimously.
