October 22nd, 2024

Council in attendance: Carl Sundstrom, Gary Fujinami, Mayor Daniel Reddish, Scott Lyons, John Laigaie. Council Absent: Jason White. Others in attendance: Clerk Rachel Parret, Special Projects Maureen Connor, HDR Garret Pallo

 

CALL TO ORDER: Mayor Reddish called the meeting to order at 6:00 pm.

Minutes of Prior Meeting

-October 8th, 2024

Councilman Lyons made a motion to approve the minutes from October 8th, 2024, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

 

Councilman Lyons made a motion to start the New Business to allow HDR Garret Pallo to give his recommendation on the Tank Bids, Councilman Fujinami seconded the motion, and the motion passed unanimously.

Bills Payable

Councilman Lyons made a motion to approve the bills payable for October 9-21, 2024, Councilman Fujinami seconded the motion, and the motion unanimously.

Payroll

-October 18th, 2024

Councilman Lyons made a motion to approve the payroll from October 18th, 2024, Councilman Fujinami seconded the motion, and the motion passed unanimously.

Councilman Lyons made a motion to approve the financials from September 2024, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

 

Journal Vouchers

Councilman Lyons made a motion to approve the journal vouchers, Councilman Sundstrom seconded the motion, and the motion passed unanimously.

 

UNFINISHED BUSINESS FROM PREVIOUS MEETING

Sewer Lagoon Update

Special Projects Maureen Connor gave the Council an update on the lagoon project.

  1. Pay app #7 will be available at the next Council meeting.

  2. Pipe elevation adjustment from Cell #1 to Cell #2 is completed.

  3. Currently working on the headworks and UV.

  4. Working on the SCADA.

  5. Had to fix the liner again.

Mayor Reddish stated that the new lagoon should be ready in November.

 

Water Update

Special Projects Maureen Connor gave the Council an update on the water projects.

  1. Mayor Reddish interviewed Swank employees for the prevailing wages.

  2. Silver Springs had a pump failure- Foreman Ed Roseboom got it fix right away.

  3. All contracts have been awarded for the drinking water grant.

 

Stormwater Update

Special Projects Maureen Connor gave the Council an update on the stormwater projects.

  1. Department of Commerce asked if the PER was complete. PER is complete.

  2. PER needs to be sent to the Department of Transportation.

  3. Phase 1 – Surveying will be conducted.

 

NEW BUSINESS

Bid Opening for Tank – ACTION ITEM

Special Projects Maureen Connor stated that the Tank Bid Ads ran three times in the Philipsburg Mail, along with the Digital Plan Center.

Garret Pallo from HDR received four bids on the Tank Project.

  1. The lowest bid was from TCS Northwest.

  2. All bid documents were reviewed and fully complete.

  3. TCS base bid $687,610.00, Additive A $33,900.00, and Additive B $17,500.00.

  4. Recommendation is to award TCS Northwest the contract.

  5. Base bid is recommended, and the additives are postponed.

Mayor Reddish also recommends awarding the base bid and postponing the additives until the funding is figured out.

Maureen Connor stated that the Town does not have a clear amount on the additional expenses on the Silver Springs Project. Maureen Connor recommends that the Town still consider the additives on the Tank Project but postpone deciding for 30 days. The Town might be able to receive an addition from the DNRC.

Councilman Sundstrom suggested that the road improvement should be done before the fencing.

Councilman Lyons stated that Public Works could do the road improvement, but he wasn’t sure if they would be able to complete the fencing. Councilman Lyons also suggested to have the County help with the road improvement.

Mayor Reddish stated that he would address the County about the road improvement to the Tank.

Garret Pallo stated that TCS does quality work and that they would be subcontracting the Tank installers.

Councilman Fujinami inquired if the Tank will be riveted on site.  Garrett Pallo stated that they bolt all pieces together.

Councilman Fujinami inquired if the Tank will be sealed after completion. Garrett Pallo stated that the Tank is sealed before assembly.

Councilman Sundstrom inquired about the extra expenses on the Springs Project. Maureen Connor stated that an eyewash station needed to be added, pump failure needed to be fixed, and 2 computers for SCADA were needed.

Councilman Sundstrom made a motion to award TCS the bid and delay additives, Councilman Fujinami seconded the motion.

Garrett Pallo will update the recommendation for TCS. Then notice to proceed will be signed.

 

NON-AGENDA ITEMS

Council

Councilman Laigaie stated that the deer trap is ready for display.

Mayor Reddish stated to go ahead and chose a day to display and demonstrate to the public.

Councilman Laigaie placed a personal ad in the paper requestion volunteers for the
Town Color Guard. Veterans Day will consist of a parade starting at 10 am and flag retirement ceremony after the school’s Veterans Day ceremony.

Councilman Lyons informed the Council that Town Hall is closed on Tuesday Nov. 5th, 2024, and the next Council meeting will be on Nov. 6th, 2024.

Mayor Reddish informed the Council that he had received a letter of resignation from Councilwoman Dell-Bishop.  A notice will need to be placed in the newspaper for a new Council member. The Mayor will also be on vacation from Nov 6-20, 2024.

Councilman Lyons will also be on vacation from Nov. 11-25, 2024. 

Councilman White will be acting Mayor from Nov. 11-20, 2024.

Maureen Connor inquired about having Councilman White sign paperwork that allows him to an authorized signer for the grant reimbursements.

Clerk Rachel Parret stated that the Catholic Women will be holding a luncheon on Veterans Day.

Rachel Parret spoke to the Council about possibly having a text alert system for the Town.

Mayor Reddish stated that an arbitration will be held at the town hall on October 23rd, 2024.  This is a closed meeting.

Councilman Lyons made a motion to adjourn at 7:15pm, Councilman Fujinami seconded the motion, and the motion passed unanimously.
