July 2nd, 2024
6:00 P.M. Philipsburg Town Hall
Council in attendance: Carl Sundstrom, Jason White, Gary Fujinami, Scott Lyons, Lorraine Dell-Bishop, John Laigaie. Others in attendance: Temp Clerk Zula Accarino-Watkins, Special Projects Maureen Connor, Public Works Foreman Ed Roseboom, Mary Hager, Jackie Butler, Ryan Watkins, Jessica Rahn, Elena Gagliano (online), Amila Wood (online), Justine Richmond (online).
CALL TO ORDER: Councilman Lyons called meeting to order at 6:00pm.
PLEDGE OF ALLEGIANCE
Public Comment Agenda and Non-Agenda
Public Comment on Matters within the Town Council’s Jurisdiction. Public Comment will be limited to 3 minutes.
Elena Gagliano would like the ordinance on the food truck and public notices. Elena Gagliano wants a copy of the codes from the town. She will send a request to get the codes.
STANDING REPORTS
Sheriff
Sheriff Dunkerson submitted the monthly report to the Council.
Public Works Foreman
Public Works Foreman Ed Roseboom submitted report to council, and the Murphy Springs line have been repaired.
Town Clerk
No Report.
Minutes of Prior Meeting
Councilwoman Dell-Bishop made a motion to approve the minutes from 6/18/24 with corrections, Councilman Fujinami seconded the motion, and the motion passed unanimously.
Payroll 6/20/24
Councilwoman Dell-Bishop made a motion to approve the payroll, Councilman Sundstrom seconded the motion, and the motion passed unanimously.
Bills Payable
-June 18th-July 1st, 2024
Councilman Fujinami made a motion to approve the bills payable from June 18th-July 1st, 2024, Councilman White seconded the motion, and the motion passed unanimously.
Lagoon Pay App #3
Councilman Fujinami made a motion to approve pay app#3, Councilman Sundstrom seconded the motion, and the motion passed unanimously.
All Other Bills Payable
Councilman Fujinami made a motion to approve all other bills payable en masse, Councilwoman Dell-Bishop seconded the motion, and the motion passed unanimously.
Water and Sewer Adjustments
Table for two weeks. Councilman Fujinami made a motion to table water and sewer adjustment for two weeks, Councilwoman Dell-Bishop seconded the motion, and the motion passed unanimously.
Unfinished Business from Previous Meeting
Sewer Lagoon Update
Special Projects Maureen Connor stated that one of the liners failed and this will not be an additional cost to the Town. Public Works Foreman Ed Roseboom stated the Town was informed at the Lagoon meeting that the liners had failed. The UV building is being constructed in the back. The concrete footing, piping, and dewatering is done.
Water Update
Special Projects Maureen Connor gave Council an update on Water Projects.
Broadway/Montgomery Project is underway. The pilot filtration system will be completed starting this next week. DEQ has not issued or approved the plans for the Silver Springs Project. New deadline on permit is July 12th, 2024. Contractor Swank, several pumps in the VFD’s going really slow. Public Works Foreman Ed Roseboom and Public Works IT Tyler Gentry are looking to find a faster way. ARPA “Tank”-Stahly will be here this week and next two needs, 1.) Better legal language boundary survey, 2.) Topal survey professional list, going to pay directly and then send bill to ARPA. O’Keefe Drilling will complete Geotech report by August. The tank bid will go out before Thanksgiving. The tank will hopefully be completed by July 2025.
Stormwater Update
Special Projects Maureen Connor stated flood plain map for town – Zone X? Larry Shock DNRC, zone in upper eastern part of town emailed.

Councilman Laigaie stated that he will be doing a ceremony on the 4th of July. Councilman Sundstrom asked for an update on the Deer Traps. Public Works Foreman Ed Roseboom stated that the engineer will be here next week for the 5yr dam inspection. The Town thanks the citizen that cleaned up Grizzly Park.
